As part of its role as the NDA’s Low Level Waste (LLW) management contractor, LLWR is leading the implementation of the Government’s UK Strategy for the Management of Solid Low Level Radioactive Waste from the Nuclear Industry, through the National Waste Programme for Lower Activity Wastes. The core objective of the programme is to implement the Waste Management Hierarchy to prolong the life of the Low Level Waste Repository to provide sufficient capacity to manage all lower activity wastes arising from the NDA’s Decommissioning Programme.
At the heart of the National Waste Programme is the provision of treatment and disposal services that provide alternative options to waste producers to preserve capacity at the Low Level Waste Repository. Since 2010, LLWR has offered a range of treatment services to customers, provided through the supply chain. A new multi-lot, multi-supplier Waste Treatment Services framework is now required, to provide the following elements:
— Lots 1 to 3 – Metallic Radioactive Waste Treatment Services;
— Lot 4 – Combustible Radioactive Waste Treatment Services;
— Lot 5 – Supercompactable Radioactive Waste Treatment Services;
— Lot 6 – Alternative Treatment Solutions;
— Lot 7 – Radioactive Waste Project Services.

To provide a single supplier solution treatment of Carbon and Stainless Steel radioactive waste, i.e. consignments within a single waste stream and/or with a single fingerprint.
The key waste characteristics for this service are:
— Surface contaminated carbon steels and stainless steels;
— Consignments delivered using a published standard Waste Loading Plan;
— The service will use the packages defined in the Service Provider’s detailed description of their service provision submitted at the tender phase and incorporated into the finalised Framework Service Information;
— Each package will contain a single waste stream / fingerprint however the consignment may contain multiple fingerprints.

— Surface contaminated and potentially activated Carbon Steel, Stainless Steel, Lead, Galvanised metal, Copper, Brass, Aluminium, and any associated alloys;
— Consignments delivered using a published standard Waste Loading Plan;
— The service will use the packages defined in the Service Provider’s detailed description of their service provision submitted at the tender phase and incorporated into the finalised Framework Service Information;
— Each package may contain a single or multiple waste streams/fingerprints.

The principles LLWR will consider when selecting to use Lot 3 are as follows:
— When the performance of the Contractor in Lots 1 or 2 is suddenly interrupted or other performance or external factors impact ongoing service delivery,
— A quantity of metallic waste requiring treatment does not fit within the constraints, the capacity, the capabilities, or intent of Lots 1 or 2,
— Significant benefits or improved value can be obtained by managing the treatment of a particular quantity of waste within a separate Task Order with bespoke arrangements, and
— Significant risks or LLWR Customer requirements in providing the treatment service for a particular quantity of waste must be managed within a separate Task Order.

However, depending upon the strength of the proposal, LLWR would reserve the right to select the successful supplier’s offering as the primary route for supercompactable waste, and therefore either replace the SLA with Sellafield, or reduce the requirements under it.

— Intellectual Property and other associated R&D contract terms;
— Safety Case development;
— Support on new or amendments to Permits and other Regulatory aspects;
— Working at LLWR Customer sites;
— Operating and Maintenance Instructions;
— Trial Methodology and Management of trials;
— Commissioning Plans.
LLWR will require the Service Provider to provide quarterly reporting to demonstrate their knowledge and allow LLWR to maintain visibility of market capability and new methodologies.

The support may be in the form of providing a Project Manager to lead the scope delivery or to provide planning or project support over and above the absorption ability of the internal Waste Management Service resources. The resource is expected to be experienced in both Project and Programme Management and Radioactive Waste Management. The scope of this Lot may also include the need for the Radioactive Waste Project Services suppliers to undertake waste management activities on Customer sites. This could include, for example, work to size reduce and pack waste for transport and treatment, projects to establish sorting and segregation systems, or projects to implement waste management good practice.
