The estimated value range does not account for any further use of this Framework Agreement by the other authorities identified. However, for the avoidance of doubt it should be noted that the Contracting Authority is to have first call under the Framework Agreement. Other authorities will only be permitted to call upon the Framework with the permission of the Contracting Authority in the event that the Contracting Authority is satisfied that there is sufficient unused capacity within this value range.

The ‘Rail Projects Adviser’ will be required to provide required advice, guidance and assistance to the Contracting Authority to progress complex railway related projects to completion. To this end, the Rail Project Adviser will need to have experience in:
— Project Management within a railway environment;
— Commercial and finance experience (including negotiation and management)
of the rail industry;
— Railway design, change and approval processes;
— Railway legislation, consents and operation procedures;
— Procurement of major (including OJEU) rail industry construction contacts;
— Construction management in a railway environment.
The Contracting Authority intends that the Framework should be available for use by the other authorities listed in Annex A to this Notice (subject to sufficient spare capacity being available once the Contracting Authority’s own requirements have been satisfied, and with the prior consent the Contracting Authority).

The Framework Agreement will be for an initial period of two years with an option on the part of the Contracting Authority to extend for a further period of up to two years. Any extension will be entirely at the discretion of the Contracting Authority.
The Contracting Authority estimates that (in respect of requirements emanating from Warwickshire County Council) an annual spend of up to GBP 700,000.00. The estimated value range does not account for any further use of this Framework Agreement by the other authorities identified.
It is likely that the value of work will be subject to fluctuation and will be dependent on future Local Transport Plan settlements and other funding and as such no guarantee can be given of the annual value of work under this Framework Agreement.

The estimated value range quoted within this Notice at II.1.4 makes provision for the participation of the Contracting Authority and all quoted authorities within Annex A. There is no guarantee that these Authorities will use this Framework Agreement. Participation by other Authorities will be subject to permission by the Contracting Authority, which will only be forthcoming if the Contracting Authority’s requirements have been satisfied and there is sufficient capacity remaining within the value range for this Framework.
This Framework Agreement will be a period of two (2) years with an option for the Contracting Authority to extend it for a further period of two (2) years.
The dates detailed within the notice are provided for information purposes and may be subject to change.
