Will be five lots; Core Contingent Labour, Specialist Signalling & Telecomms, Specialist Electrofication & Plant, Specialist Protection and Specialist Welding & Grinding.
The country will be split into 9/10 Contracting Units for which particpants can select where they would like to be considered to provide the services.

Participants are advised that they must submit their request to receive the Pre-Qualification Questionnaire (PQQ) to the email: contingentlabourresourcing@networkrail.co.uk
The email header should be: PQQ Request (YOUR COMPANY NAME)
A copy of the PQQ will then be issued to the email address the request is received from within a maximum of 2 business days.
The closing date for returning the PQQ is 21.2.2014 at 18.00.
A Supplier briefing session will be held on 7.2.2014, in Euston Station, London, from 09.30-12.30 if Suppliers wish to attend. This session will detail the high-level strategey, include a Safety update and discuss the PQQ.
This competition is being run by Network Rail to procure bidders into a framework agreement. The Framework will be available to Network Rail and may also be available to Transport for London and London Underground Limited.
Substantial further information is provided in the Pre-Qualification Instructions and PQQ Response Document.
Bidders are entirely responsible for their own costs in relation to responding to this PQQ.
National Rail in under no obligation to make a contract award.
There is no intention for this tender process to create legal relations.
The range in value specified in II.1.4) of GBP 350 000 000 – GBP 1 650 000 000 breaks down over a 6 year period (assuming contract renewal) as follows:
Network Rail – up to GBP 1,5 billion; and TfL – up to GBP 150 million
Written feedback will be provided to particpants that are unsuccessful after each stage of the tender process. Participants are advised to raise any such quieries when receiving such feedback immediately.
Network Rail will incorporate a 10 day standstill period following announcement of contract award. This period will allow unsuccessful participants that have not progressed to the final stages of the tender process to seek further information and where appropriate receive a debriefing from Network Rail.
The UK permits unlawful procurements to be legally challenged. A prospective challenger would would need to seek independent legal advice in this respect.
