English Heritage wishes to commission a Rapid Coastal Zone Assessment Survey Phase One Desk-based Assessment and National Mapping Programme for South-West England (South Coast Devon) which will form part of a national programme designed, initially, to inform EH’s responses to Shoreline Management Planning and the developing Defra ‘Adaptation Strategy’.

Organisations tendering for Component two (DBA) of the Rapid Coastal Zone Assessment Survey of South-West England – (South Coast Dorset to Hampshire) should be aware that component one (NMP) must be complete and all products deposited to local HER’s in advance of commencement on component two (DBA). The DBA phase must be complete no later than 30.1.2016.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Objective criteria for choosing the limited number of candidates: ‘Organisations expresing an interest will be asked to submit a Prequalification Questionnaire (available from NHPCPtenders@english-heritage.org.uk) along with specified financial information in digital and hard copy no later than 5pm Monday 12th November.

Invitations to Tender will be issued mid November 2012 and Tenders will be due late December 2012.
The completed questionnaires will be assessed and scored and between 5 and 7 organisations invited to tender.
