The scope of this procurement procedure is the provision of a managed transport service for patients returning home from Accident and Emergency Departments. The overall objective of the contract is to provide NHS GG&C with a service to transport passengers in a timely, efficient and economic manner. Availability, punctuality and reliability of the services are essential in this contract. NHS GG&C’s expected annual requirement for journeys is circa 1 300.

The authority shall notify all economic operators of its decision to award the contract by electronic mail as soon as possible after a decision has been made to conclude the contract, and shall allow a period of at least 10 clear calendar days (at least 15 in the event that the communication method used by any relevant party is not electronic), before contract is awarded. Unsuccessful economic operators shall be provided in that notice with a summary of the reasons why the economic operator was unsuccessful and the characteristics and relative advantages of the successful economic operator. An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2006 (SSI 2006/1) (as amended) may bring proceedings in the Sheriff Court or the Court of Session.
