II.1.5)Short description of the contract or purchase(s)

Centro is seeking consultancy support from either 1, 3 or 4 specialists to aid the appraisal of rapid transit schemes within the West Midlands area over a 4 year maximum term framework agreement. Each piece of work will be awarded under a ‘mini competition’ process where qualified consultants will be invited to take part on each occasion. Applicants should have extensive experience of developing all forms of rapid transit including bus based options, light rail and tram / train. It will also be necessary to undertake appraisal of schemes which will cover everything from feasibility level appraisal to full major scheme submissions. Applicants should be fully aware of how rapid transit schemes fit with local and national transport policy and should have extensive experience of working with key organisations involved in the development of rapid transit such as local authorities, the Highways Agency, Network Rail, Local Enterprise Partnerships and commercial developers.
It is Centro’s intention to make this framework agreement available to other Public Bodies in the United Kingdom. Each Public Body will contract directly with the successful consultant(s). There is, however, no obligation on any other Public Body to utilise this framework agreement.
