Description of the goods or services requiredThe Association is seeking to identify one suitably, qualified multi-trades contractor to provide a reactive repairs service, including void repair works and an out-of-hours call out service. Please note that the Association already employs: a roofing contractor, gas servicing and repairs contractor and painting contractor. The Association also employs an Estate Caretaker who is responsible for valeting of void properties as well as carrying out small, minor repairs. The Association currently owns 810 units, which is a mixture of new build and existing stock. All existing stock has now received internal planned renewal works, including new kitchens, bathrooms etc and the majority of the existing stock has also received external, planned renewal works, including new roofs, rendering, windows, back and front doors. It is proposed to appoint a contractor for an initial 12-month contract commencing 1 April 2015; however, the Association may opt to extend the contract for a further 4 years, subject to contractor performance. Total quantity or scope of tenderThe Association currently owns and manages 810 units. This includes new build stock (176 units) and existing stock that is predominantly 2-storeys high including, semis, terraces, 4-in-a-block cottage flats and a limited number of tenement buildings. The value of the reactive contract is approximately 125,000 GBP p.a. exclusive of VAT. Void costs are over and above this and during the current year have been in the region of 50,000 GBP. |

3 Conditions for Participation |

Minimum standards and qualification requiredFinancial and Economic Standing Bidders will be required to demonstrate that their turnover for the last financial year was no less than 350,000 GBP. Bidders will be required to demonstrate they have in place (or provide evidence that they will have in place if successful following ITT stage): Employer’s Liability Insurance, Public and Product Liability Insurance and Contractors All Risk Insurance of at least 5m GBP for each and every claim. Technical Capacity Bidders will be required to demonstrate that they have successfully delivered no less than 3 reactive maintenance contracts of similar type and scale within the last 3 years. |

Additional InformationThe Association wishes to identify a maximum of 5 contractors to invite to ITT stage. PQQs will be scored out of a possible 600 marks by the Tender Panel and potential bidders will be ranked in order of their score. Any potential bidder awarded a score of less than 375 will not be invited to tender. Those invited to ITT stage will be required to attend an interview prior to tender return, at which time, quality scores my be increased or decreased by +/- 10%. (SC Ref:332193) |
