Description of the contract
The Department wishes to engage a contractor over an expected period of one year and eight months to manage and deliver a programme of reading support for the lowest attaining pupils to ensure that training in such support for the most vulnerable remains widely available. The contractor will work in conjunction with the Institute of Education (IoE) which is responsible for the Reading Recovery element of the programme (subject to contract). The purpose of the reading support programme is to: o improve the teaching of reading in schools, in particular for the lowest-attaining pupils; o enable the lowest attaining children to achieve age-related expectations in English, and, in particular, reading, at the end of Key Stage 1; and to o have a positive impact on wider education standards in schools. The purpose of this tender is to contract a party to be responsible for the overall management and delivery of the programme on behalf of the Department for Education. At present, the Every Child a Reader (ECaR) programme is supported by the Department and managed by the IoE. The IoE owns licensing rights for the ECaR name and logo, and so this procurement exercise uses the term “Reading Support Programme”. Working with the IoE with regard to the Reading Recovery offer, the aim is to secure a sustainable financial and practical model which will enable access to training and support for proven reading support programmes after central management funding ends. This will be achieved by: o ensuring the availability of training, support and guidance for teachers and teaching assistants in a range of well-evidenced group and one-to-one reading interventions suitable for the lowest-attaining children. These interventions should align with Government policy on the teaching of early reading using systematic synthetic phonics, and should complement the Reading Recovery programme; o promoting the reading support programme to schools, local authorities and other potential providers so that all parties know its benefits and how they may access it; o providing guidance to local authorities who wish to foster such provision in their schools; and o monitoring the use of the interventions in schools (excluding Reading Recovery).
