Cardiff Council has a requirement to appoint a specialist estates, commercial and procurement advisor in respect of its proposed Housing Partnership Programme.
Cardiff Council has a vision to deliver sustainable, fuel efficient homes, meeting the needs of the citizens of Cardiff. As a means of achieving this vision, Cardiff Council will introduce a Housing Partnerships Programme.
The Council is seeking a specialist advisor to provide estates, commercial and procurement advice to the Council in: (a) its development of this Housing Partnership Programme; and (b) the appointment/ procurement of a partner developer to implement / deliver this Housing Partnership Programme. It is expected that the appointed specialist advisor will take the lead on the procurement of a partner developer for the Council to implement/deliver this Housing Partnership Programme.
Pending successful delivery of the procurement and programme, Cardiff Council may also require the advisor to lead on the project management of the development programme following appointment of the successful Partner Developer.
All details of the project and the servics required are detailed in the Housing Partnerships Programme Scoping Report and Project Brief, attached as Annex A and Appendix B to the pre-qualification questionaire documentation.
Please note that whilst the anticipated duration of the appointment is 2 years (24 months), the Council may require the advisor to lead on the project management of the development programme. As such, all bidders should note that the duration of the appointment may be extended.

The Council reserves the right to award all, part or none of the business forming the subject matter of this procurement and to abandon this procurement at any time. Under no circumstances will the Council incur any liability (including, but not limited to, liability as to costs) in respect of this procurement exercise, the abandonment of the same, or any documentation issued as part of this procurement exercise.
The tender documents (Pre-qualification questionaire, invitation to tender) will outline the requirements of the tender process and the evaluation criteria.
The tender award criteria for this procurement will comprise of cost and quality. Full details of the award criteria and the method of evaluation will be provided in the invitation to tender. The pre-qualification selection criteria is as detailed in the pre-qualification documentation.

Potential bidders should note that the successful providers will have an ongoing obligation throughout the term of the contract to identify new or potential improvements to the services (and to the arrangements in general). Examples of the type of improvements the Council will wish to explore during the term of the framework include, but are not limited to improvements to Council procedures and upskilling of Council staff/project team members.

Precise information on deadline(s) for lodging appeals: The Authority will incorporate the mandatory standstill period as directed by the Public Contracts Regulation 32 (1) to 32 (2A) and send the award decision notice which will include: the award criteria, the reasons for the decision including the characteristics and relative advantages of the successful winner; if the bid is held not to be compliant with any technical specification, the reasons for that decision; the name of the party to be awarded the contract, and a precise statement of when the standstill period is expected to end, including how it may be affected by any ‘contingencies’ e.g. compliants or challenges, and the date after which the contract may be entered into.
Applicants will have the duration of the standstill period to ask further questions or bring proceedings. Such information should be sought from the contact named in Section 1.1 of this notice.
It should be noted that the Authority is now automatically obliged to refrain from entering into a contract when proceedings are brought in respect of the award decision and the contract has not be entered into or the framework concluded.
The contractor must serve the legal claim form on the contracting authority (in accordance with rules of court) that represents the formal trigger for the Authority to suspend the contract-making.
