South Cambridgeshire District Council currently utilises the services of a third party to provide vehicle tracking services for its fleet of waste collection vehicles. After reviewing these arrangements SCDC has decided to re-let this contract with additional service requirements.
SCDC is looking for a suitably qualified and experienced Tenderer to provide a fully integrated real time, two-way, web-based, crew reporting system comprising of individual components of hardware and software. Theses individual components shall work together as a cohesive system and will be known as The System.
The System shall comprise the following components:
– Vehicle tracking transponder fitted to each vehicle
– In Cab device fitted to each vehicle used to Display the current position in respect to the road network and provide route and Round directions.
-Display the properties in the immediate proximity
-Display relevant information in regard to new and special instructions that relate to e Round.
-Record and transmit round event details as entered by the vehicle operator
-Central application used as the primary communication hub between the freighters vehicle tracking transponder, the In-cab Device and the back Office staff and mobile Supervisors. It will be used to:
-Display Current position of each freighter.
-Display current Round event information as entered by vehicle operators (including vehicle status).
-Retain all Route information.
-Retain all Round event information
-Report and analyse all Route and Round Information
-Hold information regarding Vehicles, Rounds (Round References and Day), Vehicle Drivers.
-Supervisor’s Handheld Devices for communication with the central hub and the In-cab Device.
-The Tenderer will include in its Tender the supply, delivery, installation, implementation, testing, commissioning and on-going support and maintenance (for the duration of the Contract) of The System and the training of users and the production of operational manuals for staff to use.
-The contract term will be for a 3 year term with the option to extend each and every year for two further years and has an estimated contract value of £40k to £60k.
-The Tenderer may be a sole company, a consortium, a partnership, a lead company with sub-contracted services or any other type of company/organisation.
-Please note mobile phone signal strength can vary in our rural district. Traditionally some providers signals have struggled to provide a reliable service however we will consider any suitable proposal that is backed up with evidence of signal consistency and reliability within our district area.
-The successful Tenderer shall demonstrate:
-The ability and experience of providing and supporting a service that matches the brief; preferably to a similar sized local authority.
-a good track record in this field;
-cost effective, innovative systems that are backed up with a comprehensive support package;
-a robust solution suitable for the purpose in terms of construction, design and performance;
-proven consistent reliability and online system availability and uptime to five nine standards;
-a clear development road map;
-excellent partner/supply chain arrangements; and
-unfalteringly high standards of customer service and flexibility.
