Rotherham Metropolitan Borough Council invites tenders in respect of a contract for the supply of Recruitment Advertising Services, and the placement of public notices on the Council’s behalf, in accordance with the terms of the enclosed Form of Tender and Terms and Conditions of Contract. RMBC currently advertises its job vacancies via local and national print media as well as the internet, Jobcentre Plus and a variety of non-print media. In the period 1.9.2014 to 31.8.2015 RMBC placed 170 advertisements. RMBC also have the need to place public notices in local print media. In the period 1.9.2014 to 31.8.2015, RMBC placed 740 advertisements The basic practice currently in place requires the contractor, on the receipt of the draft advert/public notice, to: Copy edit and set in the agreed style (solus and/or composite) Manage the advert/public notice placement with the requested or advised media Provide a proof of advert/public notice and full details of costs Provide accurate and timely invoicing Some of the key requirements for this contract include: The successful contractor will have robust arrangements in place with local and national press and other publications. They will also provide the Council with unbiased advice and guidance as to the most effective media usage including non print media The successful contractor will be required to provide advice, guidance and support to managers in terms of the quality of the copy produced. They will also be required to promote web centric style advertising (when print media is selected) so spend continually reduces throughout the duration of the contract A similar approach, as appropriate, to the style of public notices will also be a requirement The provision of timely advice, guidance and support to ensure the Council is at the forefront of innovation in recruitment and public notices advertising. In particular digital advances and the use of social networking sites, where appropriate The development and possible hosting of dedicated campaign sites (microsites) The successful contractor will be required to ensure the look of the corporate house-style remains up to date and further develop the Council brand when required throughout the duration of the contract The successful contractor will be required to facilitate a minimum of two training sessions per year. There will also be a requirement for the provision of additional training resulting from changes and approaches within the recruitment advertising field The successful contractor will provide creative services and solutions for the effective advertising of specific identified posts Rotherham MBC also reserves the right to utilise other companies for creative service. Term of Agreement: — The initial period is for 12 months there is an opportunity to extend this further on a 12 month basis up to a maximum of 36 months. All subject to the contractor’s performance, the extensions are at the sole discretion of RMBC. (Potential Maximum Term of this agreement is 48 months.
