Description of the contract

Background Our Central Government client is currently looking for an Economist to work on an adhoc project basis as required. The successful candidate will be working remotely, however, we will be required to travel in to Central London for meetings. Our client maintains a large scale Computable General Equilibrium model of the UK economy. The model is dynamic and has a detailed treatment of the UK tax and benefit system. The model is primarily used to understand the macro-economic impacts of tax policies. There is also an environmental module that allows us to model the impact on the economy and on the environment of environmental policies. There is substantial interest in the potentially highly insightful output that CGE models can offer across government departments. The supplier will be required to improve the structure and theoretical content of the model to align it with cutting-edge CGE models used in the academic community which will enable a much more robust and accurate analysis of these issues. Main Duties/ Responsibilities •Ensure that any proposed model extensions are consistent with established best practice in CGE modelling and the relevant theoretical literature. •Ensure that the proposed extensions provide an adequate framework in which to examine the relevant policy issues. •Ensure that all component parts of the model extensions are compatible with the existing CGE model, including the environmental updates (or that alternative and agreeable solutions are found). •Where required, offer periodic advice as to the resolution of any difficulties that may be encountered in this particular piece of analysis. •On completion, submit the extensions with adequate documentation for the client to undertake a first round quality assurance test of the output. Quality assurance will be undertaken by the CGE model technical specialist – who will apply rigorous tests to the model to ensure the solutions are robust and workable and meet the agreed specification. The models will then be returned for revision and then, once agreed by the client, the final version should be resubmitted as the completed product. •Provide regular progress reports, and where possible early indications of model solutions. •Alongside the final agreed version of the model extensions the successful candidate will submit a short technical/methodological report (to be published) and engage in one to one briefing with the client to ensure processes and technicalities of model extensions are adequately communicated– the client should have a sufficient level of understanding in order to apply the specified policy changes to model extensions post delivery. Skills/ Experience Required -We are looking for someone with a proven track record in building CGE models of the required standard for the UK economy to analyse highly complex policy issues. -Must be an extremely proficient modeller and a highly regarded practitioner of the CGE modelling language MPSGE, which is the area where the most assistance is required. -In particular we are looking for someone with the below experience: •A relevant Ph.D. in CGE modelling or equivalent •Strong coding skills in the General Algebraic Modelling System (GAMS) programming language and also the Mathematical Programming System for General Equilibrium (MPSGE) interface. •CGE modelling experience over and above a relevant PhD •Experience of writing relevant academic papers •Excellent micro- and macro-economics knowledge •Capacity to turn around work to tight deadlines Additional Comments Please note that the successful candidate will be required to undergo a Basic Security Check, which is at a cost of £25.
