II.1.5)Short description of the contract or purchase(s)

The Authority wishes to establish a multi-Provider Framework Agreement for the provision of Refrigeration and Air Conditioning Maintenance. The Authority is managing this procurement process in accordance with the Public Contracts Regulations 2006 (the Regulations).
The Authority is procuring the Framework Agreement as a central purchasing body for itself and Other Contracting Bodies (OCB). This means that OCBs referred to in the OJEU Notice may also participate in the Framework Agreement.
Prior to commencing formal evaluation, Tender Responses will be checked to ensure they are fully compliant with the conditions of Tender and meet the mandatory elements contained within the documents. Non-compliant Tender Responses may be rejected by the Authority. Tender Responses which are deemed by the Authority to be fully compliant will proceed to evaluation.
This Framework Agreement is being procured on behalf of members of NWUPC and NEUPC and will commence on 1.6.2012 for an initial period of 2 years until 31.5.2014. Consideration will be given to extending the Agreement for a further 2 x 1 year periods until 31.5.2015 or 31.5.2016, subject to satisfactory performance and the agreement of both parties.

The Authority will notify the successful Tenderer(s) of their admission to the Framework Agreement in writing and will publish an Award Notice in the Official Journal of the European Union in accordance with the Public Contracts Regulations 2006 within 48 days of the award of the contract.
NWUPC Ltd will inform all Tenderers in writing of the intention to award Framework Agreements. Following a minimum standstill period of 10 calendar days, subject to there being no substantive challenge to that intention, Framework Agreements will be formally awarded to the successful Tenderers.
All Tenderers will be provided with a written debrief at the start of the standstill period. This written debrief will give details of:
1. a summary of the Tenderers score-sheet;
2. the scores for the successful Tenderers;
3. the number of competing Tenderers;
4. the number of successful Tenderers; and
5. the names of successful Tenderers;
6. the characteristics and relative advantages of the successful Tenderers.
Debriefing.
Following the conclusion of the Framework Agreement, all unsuccessful Tenderers will be afforded the opportunity of a debriefing. unsuccessful Tenderers should notify the Authority in writing that they wish to be debriefed. The Authority will formally debrief the unsuccessful Tenderer within 15 days of receiving such a request.
