Portsmouth City Council (the Council) is inviting expressions of interest for delivery of major refurbishment works to The Avalon — an office building located at 57-63 Scrutton Street, South Shoreditch, London. The costs of the works are estimated between GBP 5 million to GBP 6 million with a target date for award of contract of 6 April 2021, works commencement 21 April 2021 and completion by March 2022.
Application is via submission of completed SSQ, the deadline for which is 31 July 2020, 12.00. The Council is aiming to issue the tender documents to the four shortlisted contractors on 18 January 2021 in order to allow for detailed pre-tender consultation.
In addition to The Avalon project, the Council reserves the right to use the contractor shortlist to procure further capital works similar in scope, value, contracting strategy and delivery location (Central and Greater London) up to a total aggregated value of GBP 20 million, which may be procured within 3 years of establishment of the shortlist.

II.2.4)Description of the procurement:
Portsmouth City Council (the Council) is inviting expressions of interest for delivery of major refurbishment works to The Avalon — an office building located at 57-63 Scrutton Street, South Shoreditch, London. Shortlisted contractors will be invited to tender for the following work.
• Complete refurbishment of the building to provide a progressive workplace. Removing the existing roof and extending the structure to form a new fourth floor.
• New central plant and on-floor services.
• Significant amenity provisions located in the basement including 53 indoor cycle spaces, repair area and lockers. Shower facilities are also provided within the basement.
• BREEAM Very Good targeted rating with certain aspects of BREEAM to be fulfilled by the contractor.
The Council anticipates that the refurbishment works may cost in the region of GBP 5 million-GBP 6 million and will be procured on the basis of a traditional single stage competitive tender route (with a client appointed consult design team). The contract will be let using the JCT Standard Building Contract (2016) with Contractor Design Portions for MEPH elements.
The Council is targeting to have awarded the contract by 6 April 2021 contractor with works commencement on 19 April 2021 and completion by 7 March 2022. Prior to works commencement the Council will commission a specialist contractor to undertake demolition and soft strip works which will be procured separately to the main works which are the object of this procurement exercise.

Following assessment of SSQ submissions the top 4 ranked contractors will be invited to tender. The Council is aiming to issue the tender documents on Monday 18 January 2021. Detailed pre-tender consultation will be undertaken with the shortlisted contractors between 24 August 2020 and 11 September 2020.
In addition to The Avalon project, the Council reserves the right to use the contractor shortlist to procure further capital works similar in delivery location (Central and Greater London), scope, value, contracting/tendering strategy, etc. up to a total aggregated value of GBP 20 million (inclusive of the Avalon project works), which may be procured within 3 years of establishment of the shortlist.
In the event of any future capacity and/or performance issues which cause one or more of the shortlisted contractors to be removed, the Council reserves the right to invite contractors who submitted SSQs but did not make the original shortlist on a ranking basis to tender for any further projects which the shortlist is used for.
