Background The Regional Growth Fund (RGF) is a high profile £2.4bn fund operating across England from 2011-15. It is managed by a cross-Government team. The fund supports projects and programmes that lever private sector investment, create economic growth and sustainable employment. It aims particularly to help those areas and communities currently dependent on the public sector to make the transition to sustainable private sector-led growth and prosperity. Main Duties/ Responsibilities To date, Ministers have conditionally allocated RGF support to more than 160 projects and programmes, in a variety of sectors, which are now going through a contracting process and confirmatory diligence to ensure that they will deliver the benefits which their applications promised and which formed the basis of Ministers’ decisions to support them. Essentially this involves the negotiating the terms of the offer and completion of a satisfactory pre-support independent business review by a third party. We are seeking [twelve] [G7] contracting and due diligence specialists to lead and manage individual RGF projects / programmes through to the point where a final offer is agreed and the project is passed over to the monitoring team. Specifically, this work will involve taking responsibility for agreeing the scope and satisfactory execution of the confirmatory diligence on each project / programme, striking the right balance between deliverability and protection for the public purse and overseeing the drafting of appropriate offer documentation – typically a single grant offer letter setting out the terms and conditions associated with the provision of public funds. You will need to work closely with a variety of colleagues both internally and across Government. You will need to be financially literate, able to prepare structure and negotiate contracts and will be have to be proactive in building productive working relationships with the private sector bidders and managing them through the process. Outputs/ Deliverables to be achieved You will be expected to ensure that 90% of cases assigned to you have an agreed conditional offer in place by 1 June 2012. You will be expected to ensure that 90% of cases assigned to you have an agreed final offer in place by 15 July 2012. Skills/ Experience Required Essential 1. You will be a highly motivated individual with an accountancy, investment or commercial banking, or contract management background 2. You will need to have experience of preparing, structuring & negotiating contracts with third parties 3. You must have an excellent eye for detail, with strong financial analysis & modelling skills as well as demonstrable problem solving skills 4. You must possess excellent written & verbal communication and reasoning skills 5. You will need to be self reliant, highly organised, a quick learner and able to adapt to changing priorities 6. You must have strong relationship building skills and be able to engage credibly with both internal and external stakeholders. Desirable: 1. Accountancy qualification and/or has undertaken business appraisals including due diligence (e.g. M&A, organisational restructures, turnarounds or investment appraisals) 2. Awareness of European Commission State Aid rules and of the principles of Government finance 3. Willing to travel to meet contract parties in the UK 4.
