Description of the contract

Lancashire Probation Trust (LPT) is committed to the provision of womens specific services with the aim of achieving a reduction in the number of Women who reoffend and the levels of their reoffending. For a number of years the various local delivery units within the trust have provided a range of women’s services. The trust is offering tendering opportunities to develop and maintain Womens Community Services across the trust area. The centres will work with women who are;

1. Under the supervision of LPT

2. Managed through Integrated Offender Management Schemes

3. Discharged from Custody from sentences less than 12 months

4. At risk of offending and have been referred by agencies such as police or courts

The womens Community Services will be partnerships between Probation and other agencies who offer services which address issues such as;

1. Finance, Benefit and Debt, In particular the changes to the benefits and welfare system

2. Domestic Abuse

3. Substance Misuse

4. Employment, Learning and skills

5. Helth

6. Mental Health & Wellbeing

7. Accommodation

8. Families and Relationships

The womens community services will also provide the venue for probation staff to supervise women offenders and deliver various programmes. It is expected that partners will use the centres as part of their core work and will provide services from own resources.

The tender seeks to acquire partners who would, together with Probation staff;

1. Identify the local needs and existing resources and design a services and secure an appropriate venue acceptable to the trust

2. Identify, negotiate and coordinate the involvment of external providers in offering regular an appropriate interventions

3. Implement activity

4. Manage referrals and coordinate sentance planning

5. Ensure all partners are cordinated and that services are clear and understandable to service users

6. To coordinate services for those women who do not have a Case Manager

7. Ensure appropriate resources are identified and sought

LPT are seeking a prime contractor to bid for the provision of Womens Services in the geographically area of Lancashire. All Womens Community Services will be within a Local Delivery Unit (LDU) area and a number of venues have been identified as;

1. Central and Southern LDU – Chorley, Preston, Skelmersdale

2. Eastern LDU – Accrington, Blackburn

3. Pennine LDU – Burnley, Nelson

4. Northern LDU – Fleetwood, Lancaster

5. Western LDU – Blackpool and Fylde Coast
