II.2)Quantity or scope of the contract
II.2.1)Total quantity or scope:

Submissions are required from companies interested in tendering for the supply of all plant and services required to safely service the collection and transportation of grits and inlet screenings from approximately 280 sewage treatment works across the Severn Trent Water region, and disposal thereof.
This operation forms a vital part of Severn Trent Waters sewage treatment process, sludge treatment and recycling strategy.
Grits and screenings are currently managed under separate frameworks but may lend themselves to be operated under a single framework. For this reason, Grits and Screenings will be tendered as separate lots, but could be awarded either separately or as a single contract
Suppliers are therefore invited to make an Expression of Interest for either one or both Lots.
Grits and screenings will be removed by the service provider from sewage treatment sites as and when necessary, both on a planned or reactive basis. They will be required to plan and manage collection routeing that optimize collection requirements.
Grits are currently collected on a milk round basis, & brought into a single point at Coleshil STW, Birmingham for washing and are then recycled on STW sites for back filling etc. A similar operation is envisaged going forward, but alternative disposal routes will be considered.
Screenings will be disposed of through recycling outlets or landfill sites, whichever is deemed to be the most effective and cost efficient solution to STW.
The current screenings framework is operated largely through conventional skip collections, which are transported to a number of locally based land fill sites. A number of sites with access or process issues are serviced by specialist vacuum tankers, with screenings taken into Coleshill for bulk loading & onward disposal.
The successful tenderer will provide dedicated contract management through a single point of contact, with dedicated communication channels, and will demonstrate an understanding of STW business needs.
The successful service provider(s) will maximize capacities and take a proactive approach in delivering efficiencies during the period of the contract, with focus on load reduction. To this end the service provider(s) will work to a set of pre-agreed KPIs and service levels that will both drive and incentivize performance.
The successful service provider(s) will be self managed and must be able to provide frequent management information detailing the daily specifics of the work they have undertaken.
Preference will be shown to tenderers demonstrating innovative qualities, and who will challenge the traditional skips to landfill approach, and offer a real alternative within an agreed timeframe (within the framework term).
Severn Trent Waters preference is for a single sourced, single solution provider (ie one supplier providing grit and screenings removal and disposal), although part region/part scope bids will be considered as detailed in the tender documentation.
.
Tenderers will also be invited to demonstrate their credentials to manage Severn Trent Waters general waste requirements in addition to Grit and Screenings disposal. General waste is currently being handled under a separate framework, but consolidation may be beneficial at a future date, and as such may be incorporated into this framework as a future option.
Severn Trent Water reserve the right to put this tender through an e-auction process.
