Norfolk County Council is seeking via this procurement exercise to establish a framework (maximum of 6 Providers) for Providers of removal services in accordance with the service specification detailed in the Invitation to Tender.
Service requirements may include the use of removals vehicles with drivers and/or labour or solely labour and involve the following services as and when required:
Internal Office Move;
External Relocation;
A Move Management Service;
In addition to those requirements identified above, services required may include;
Construction / Deconstruction;
Packaging;
Disposal;
Storage.
Please note that Norfolk County Council is currently undergoing a 3 year period of deep maintenance to its headquarters County Hall and in doing so, re-organisation, which may necessitate the re-location of several satellite offices.

The initial length of the framework is 3 years. At the Councils discretion the agreement may be extended by an additional 12 month period subject to satisfactory performance and availability of funding.

Precise information on deadline(s) for lodging appeals: The Council will incorporate a standstill period at the point when information on the proposed award of the framework is communicated to applicants. The standstill period, will be for a minimum of 10 calendar days which provides time for unsuccessful tenders to challenge the award decision before the contract is entered into.
Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations may take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
