It is the intention of the EBA to conclude a framework service contract with a removal company to provide:
LOT 1: all necessary Removal Services related to its move from its current premises in London, UK, at One Canada Square, London E14 5AA to its new premises in Tour Europlaza, 20 Avenue Andre’ Prothin, 92997 Courbevoie, La Défense, Paris, France. The relocation must be completed, in order for the EBA to be operative in its new seat in Paris, on Monday 1.4.2019 at 8am local time.
LOT 2: all necessary Removal Services related to its 187 members of staff.

II.2.4)Description of the procurement:
For LOT 1: the EBA will move its premises to Paris. The removal will be divided into two phases:
Phase 1 Non-Core items: will start w/c 23.3.2019 and will consist of the meeting room furniture and any cabinets empty / stores /kitchen ware etc.
Phase 2 Core Items: will start on 28.3.2019 COB and must be completed on 1.4.2019, and will consist of the desktop IT equipment, personal effects and filing.

The framework contract has an initial duration of one year. It will be automatically renewed up to three (3) times each time for a period of 1 year unless one of the parties receives formal notification to the contrary at least three (3) months before the end of the ongoing duration. The EBA may at a later stage during the three (3) years following conclusion of the framework contract exercise the option to increase the contract value via negotiated procedure with the successful tenderer in accordance with Article 134(1)(e) of the rules of application of the financial rules applicable to the general budget of the Union. Such an increase in value would not amount to more than 50 % of the initial estimated contract value and follow a negotiation with the successful tenderer. Please see Section B.2.6 of the Tender Specifications for further details.

A compulsory site visit for LOT 1 to EBA offices for tenderers will take place from 9.8.2018 starting at 10:00. Tenderers are requested to book a time slot for the site visit by writing at tenders@eba.europa.eu, by midday 12:00 pm (UTC) on 7.8.2018, specifying who will be attending. II.2.4)Description of the procurement:
The successful tenderer will coordinate, manage and carry out the move of the households of 187 members of EBA staff from, London (various locations), UK to Paris (various locations), France. At least half of EBA staff will therefore move from London to Paris together with their families the same weekend (29/30/31.3.2019) to be at work on Monday 1.4.2019. The rest of EBA staff members will defer their removal over a period expected to run from March 2019 to March 2020, with a peak of removal activities estimated during the summer school holidays of 2019. If tendering for both LOTS, the Contractor shall be able to handle this important workload for both LOT 1 and LOT 2 in the days inclusive of 28/29/30/31.3.2019.

If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.
