II.2.1)Total quantity or scope:

The scope of service requirements include but are not limited to:
— The provision of haemodialysis operational services to 3 (three) haemodialysis units at Taunton, Yeovil and Frome,
— The provision of dialysis services at any of these 3 (three) units for a minimum of 150 (one hundred and fifty) patients for whom haemodialysis treatment is prescribed by the Trust’s Consultant Nephrologists and who are referred to the units,
— The utilisation of the existing premises at Taunton and Yeovil, including all furnishings and fittings. The Frome Unit is due to transfer in ownership to Somerset Care Partnership 01/04/13. They will be responsible for the maintenance of the facilities and this will be subject to separate lease arrangements,
— The provision of all appropriate water treatment equipment, dialysis machines and all ancilliary equipment required for the provision of the dialysis service,
— The provision of haemodialysis machines that fully comply with the latest edition of British Standards which are able to support,
— The provision of a clinical nursing service to haemodialysis units at Taunton, Yeovil and Frome,
— The employment and provision of clinical nursing staff at Taunton, Yeovil and Frome units,
— The provision of medical care, which will include the responsibility for obtaining and carrying out specifically identified blood samples and investigations,
— The provision of appropriate infection control measures for patients who do not sero convert or who are Hep b/c/HIV positive,
— The provision of nutrition and dietetic services,
— The provision of a range of associated services as outlined,
— The provision of information and support for patient’s relatives and employers,
— Information and publicity supporting the recruitment and retention of kidney donors and transplantation. The provider should have a clearly defined process for identifying appropriate patients to be transplanted; carry out the necessary preparation and listing. This shall be conducted in collaboration with the Trust’s Consultant Nephrologists and NHSBT,
— Other treatments, associated with dialysis, shall readily be performed by the provider’s nursing staff e.g. administration of EPO; blood transfusions and intravenous iron as prescribed and provided by the Trust,
— The maintenance of patient medical and dialysis records including input in to NHS medical records systems, complying with NHS standards but remaining the property of the NHS,
— The provision of staff uniforms and name badges.

(k) Has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
Bidders who have been convicted of a Bribery Act 2010 offence under section 1 (offences relating to bribing another person) or section 6 (bribery of foreign public officials) will be excluded.

The contract will be for a 5 year period with an option to extend the contract for any period up to 24 months.
This is a procurement for services specified in part B of schedule 3 of the Public Contracts Regulations 2006 (“Part B services”). Accordingly, and notwithstanding the advertising of this procurement exercise in the Official Journal, the Public Contracts Regulations 2006 (as amended) (the “Regulations”) only apply in part. The procurement exercise will be conducted in accordance with the information contained in the tender documentation.

Precise information on deadline(s) for lodging appeals: The South of England Specialised Commissioning Group (South West Team) will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract. Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales).
