2838_15 Renewable Energy Solutions (Microgeneration)
ESPO intends to establish, by means of a competitive tender exercise, a national framework for the renewable energy solutions (microgeneration). The framework will be split in the following Lots:

Lot 1: The supply and installation of Solar PV systems; and

Lot 2: Consultancy and project management for all types of renewable energy solutions

Under Lot 1, the supply and installation will have to be provided by MCS licenced installers with a strong track record of working with public sector clients. Individual solar PV installations (a single roof) must be within 50kW (electricity) in size for customers to be able to benefit from the FIT tariffs. Large scale projects (multiple roofs with small-scale solar PV solutions) fall within the framework scope. Additional products and services (subject to change) may include built-in solar PVs and tiles, repairs, maintenance, and monitoring.

Lot 2 will cover a selection of consultancy services in relation to renewable energy solutions (such as ground mounted solar PVs, wind turbines, heat pumps, biomass boilers and more). The dynamic nature of this Lot will allow customers to take advantage of new suppliers (installers) and innovations entering the market. Consultants shall offer a wide range of services to suit customers’ needs. These services may include: feasibility studies, design, installation, technical support and overall project management (‘turnkey solutions’). For large (high value) scale projects, turnkey solutions will ensure there are no broken links when it comes to customers procuring for their renewable energy solution needs.

Any leasing options (such as ‘Rent a Roof’) have been ruled out of scope for this framework.

The framework will be for a 2-year period commencing with the option to extend for further 2 years.
