Description of the goods or services required

Renfrewshire Council has a requirement to implement a number of Wireless Access Hotspots to provide free of charge access to the Internet for members of the public. This facility is required in locations such as libraries, museums, contact centres and

town halls amongst others. Approximately 20 such hotspots are likely to be required in the next 2 years. Although this

number is not guaranteed, more or less may be required. In addition, temporary “pop-up” hotspots may be required to cover

special events in fixed indoor areas.

It is envisaged that in most of these locations a low-cost, low-frills approach will be appropriate, with no requirement for

Renfrewshire Council branding or landing pages. The intention is to provide a service at good value to the public purse,

outsourcing network management and management of compliance with acceptable use to the network provider. The wireless

hotspots must be physically separate from the Renfrewshire Council network.

The purpose of this tender is to establish a single supplier framework against which the Council can call off as needed when

sites are ready to deploy public access wifi.

Total quantity or scope of tender

The purpose of this tender is to establish a single supplier framework against which the Council can call

off as needed when sites are ready to deploy public access wifi.

Throughout the contract, the Council shall be entitled, but under no obligation, to seek such services from

the Contractor, if and when these are required. It is not anticipated that there will be a significant demand

for such work from the commencement of the contract. However, at this stage it is impossible to

determine the volume or timing of work which may be involved. As a result, no guarantee can be given as

to the expected levels or timing of work.

This framework agreement shall be for a period of 2 years, with the option to extend for up to a further 12

months.
