Sefton Council requires a solo residential placement in the Sefton boundary or in very near proximity to the Sefton Borough.  It is essential for the staff at the service that will be working with the young person to be trained and have experience in working with young people presenting with:

 

·         Child Sexual Exploitation

·         Missing from home

·         Gangs

·         Attachment Difficulties

 

Key to this procurement is that the Council cannot accurately predict the length of the placement, although forsees that the need may be long term. So whilst dates may be evident in the Chest, bidders should be aware that there is no specific contract peirod known to the Council as this time.

 

The bidder must have completed prior to the bid submission a safe assessment of the community where the placement is and identify any risks regarding gun & gangs, and child sexual exploitation and record detailed mitigation against any risks identified.  The safe assessment must be provided as part of the tender documentation, failure to do so may result in the bid not being considered.

 

The service must be able to care for the child in a therapeutic way, and be fully committed to work in a partnership approach with a number of agencies that are involved in the young person’s life, as well engaging fully with the young person’s clinical psychologist.

 

The service must engage with our local Child Sexual Exploitation practices to address Child Sexual Exploitation.

 

The service must be able to be equipped to support the young person in all aspect of their life. Albeit we are looking for a solo residential placement, the young person does have contact with her family and the service must be able to offer support to enable supervised contact visits with specific members of the young person’s family on a 2-1 staffing ratio. As the young person is currently placed within residential accommodation the service must be willing to work with the current placement staff throughout a period of transition, to ensure the young person settles fully within the new placement.
