Specification:

Introduction

Financial Inclusion Together (FIT) is a European Social Fund (ESF) project supported through the Welsh Government. The project aims to tackle poverty by developing, coordinating and promoting financial inclusion services within Local Service Board organisations across Conwy and Denbighshire. These organisations include:

Betsi Cadwaladr University Health Board; Conwy County Borough Council; Denbighshire County Council; Gwrp Llandrillo Menai; Housing Associations; North Wales Fire and Rescue; North Wales Police; Third Sector organisations.

The FIT Project has two main aims:

• To improve the strategic co-ordination and collaboration of services across Conwy and Denbighshire to ensure that financial inclusion is integrated and embedded into the normal service delivery of relevant public, private and third sector organisations.

• To improve access to quality financial inclusion information and advice services which will ensure that people in Conwy and Denbighshire are empowered to manage a challenging economic future.

In order to improve access to quality financial inclusion information and advice services the project is training 1000 frontline workers to provide basic signposting and make referrals for the people they are working with where need is identified.

Referral System aims and objectives

To support this objective the FIT project aims to develop a dedicated referral system that will:

• Track the number of referrals made by frontline workers as a result of participating in our project

• Make referring to a defined group of key agencies simple

• Allow referral agencies to identify outcomes achieved as a result of the referral being made

• Be secure enough that all LSB partners are willing to allow their frontline workers to use it.

What it should look like in practice:

Considerations:

• All advice agencies have agreed to participate in the referral system

• A referral form template has been developed (see Appendix 1)

• The FIT Project Board recommend that a web-based form solution is developed.

Requirements:

• As the project is ESF funded it must comply with ESF publicity guidance. The FIT Project will provide advice on requirements.

• Information must be made available to LSB Partner Organisations to demonstrate how the system is secure enough to meet their data protection / ICT requirements.

• Due to unexpected delays with establishing the referral system this work must be completed by 1st June 2014 at the very latest.

• The FIT Project Board request that a brief pilot is undertaken with the system before completing the work to check it is fit for purpose.

Procurement and Contractual Requirements

The schedule for payment will be as follows:

Outcome Payment

Award of contract 50% of contract value

Completion of contract 50% of contract value

If there are concerns with the standard of delivery then the Contractor will be asked to attend a meeting to discuss. Performance will then be monitored further. Should the delivery continue not to meet the expected standards, Financial Inclusion Together, Denbighshire County Council reserves the right to remove a provider from the contract.
