Description of the contract
As the GDS transformation programme progresses, the focus is increasingly on building and maintaining the internal capabilities of departments to effectively govern, deliver and run the digital services being built and provide an environment that enables continuous delivery in perpetuity. The input of an Agile Coach is integral to ensure departments’ agile practices and team capabilities are set up to support this. This extends to providing advice to organisations on to govern delivery and ongoing improvement of digital services. Overview of requirement The GDS transformation team require 4 Agile Coaches on a part-time (minimum of 10 days per month) basis for a 6 month period. Coaches will be required to work with GDS and its exemplar departments and agencies, situated across the UK. Ability to travel is necessary. GDS require coaching at the project & team, portfolio and organisational levels in order to deliver the transformation programmes’ objectives. GDS is seeking the following skills from Agile Coaches and Potential Provider should, but is not limited to include how they meet these requirements within their response: Agile expertise ? Excellent understanding of and expertise in agile, in the context of digital service delivery. Proven success of applying agile in various environments for different stakeholder groups ? Possess a strong ‘agile mentality’, be collaborative and demonstrate all of the necessary agile behaviours (trust, honesty, integrity, transparency, supportive etc) when undertaking their role ? Experience of helping organisations to achieve appropriate ways to govern delivery and ongoing improvement of digital services Technical ? Broad knowledge of agile product and software development and the enablers required to cultivate an agile organisation is essential. Ability to deliver technology solutions is not required Tools / techniques ? Ability to showcase relevant tools and techniques, such as coaching, advising, workshops and mentoring Adaptability ? Ability to embed rapidly and effectively into diverse project environments, at different stages of delivery and seamlessly moving between projects. Ability to work in environments undergoing complex change Flexibility ? Ability to work in locations outside London. A Potential Provider would need to work in locations such as: Predominantly London and possibly travel to Reading, South Wales, Manchester, Birmingham (this is specified in more detail in the requirements below). Stakeholders ? Excellent stakeholder management and proven ability to engage and influence all levels of seniority Delivery partners ? Ability to work effectively with other Suppliers, departments and agencies The following generic outcomes are expected and Potential Providers should reflect on how they would achieve this within their response: Environment ? Creation of an open and honest environment, which allows team members opinions to be heard and valued Embedding best agile practice ? Applying best practice to: team roles, behaviours, structure and culture, agile ceremonies and practices, knowledge transfer and sharing, programme management, cross team coordination, and overall governance of digital service delivery. Delivery ? Improved quality and efficiency of products and services being delivered Effective decision making ? Effective and appropriately delegated decision-making. Develop clear lines of escalation, in agreement with senior managers Metrics and requirements ? Ensure key metrics and requirements that support the team and delivery are well defined and maintained Transparent project reporting Ensure any stakeholder can easily find out an accurate and current project or programme status, without disruption to delivery
