Description of the goods or services required

The Scottish Government requires to appoint a contractor to provide Assessment Centres and Related Services on behalf of the Scottish Government Directorates, Agencies and Non – Ministerial Offices.

The Contractor will:

– diagnose organisational and individual assessment and selection requirements for use at both external recruitment, internal promotion opportunities and the client’s talent programme that is relevant to the client’s business, aims, visions and values.

– design, plan and implement assessment and selection solutions in partnership with the client (i.e.) recruiting line manager – including project planning, identifying competency requirements, advising on an appropriate mix of assessment tools, timetabling the event, sourcing and booking venues where required (in most instances the client will arrange) communicating with candidates and delivering and supporting the event on the day for use at both external recruitment and internal promotion opportunities that is relevant to the SG business, aims, visions and values.

– provide assessment centres for all types of staff/posts within the organisation including – admin / non-management; first line to middle management; executive/senior management including Senior Civil Service and specialists. Be fully conversant on the particular challenges and differentiators of each type.

– provide all necessary documentation, and other written material including guidance material, to both assessors and candidates at the assessment centre.

– provide an adequate number of personnel, including a co-ordinator and fully trained Assessors (including fully trained Occupational Psychologists), and where necessary, a trained Assessment Centre co-ordinator from within their own resources.

Total quantity or scope of tender

The Scottish Government Core Directorates alone, have periodic large scale internal promotion exercises attracting high numbers of applicants (2000 for the last exercise). In addition, in the current financial year we have had around 40 post specific recruitment / promotion exercises. These can range from marine environment, engineers, medical, legal, inspectors and scientists to more mainstream management and administrative posts.

The Scottish Government and its associated agencies is responsible for most of the issues of day to day concern to the people of Scotland, including health, education, justice, rural affairs and transport. It has a current staffing complement of around 5,500.

We have a broad range of roles located throughout Scotland. External candidates are tested by means of assessment centres and interview – a fair and open process with successful candidates chosen on merit in accordance with the Civil Service Commission Recruitment Principles. Roles include: general administration posts; junior and middle managers; specialist roles; and senior managers.

Additional Information

Applicants must achieve an overall PQQ score of 60% (or more), to be considered for the final tender list, applicants who fail to reach this threshold will not be invited to tender.

The tender list shall be formed by the applicants who achieve the highest overall PQQ score, a maximum of 5 applicants will be invited to tender.
