Description of the contract
The overall aim of this piece of work is to reveal the principles of quality which underpin work by, with and for children and young people and to consider what tools might be used to enable Arts Council, arts and cultural organisations and other funders to measure quality. We hope to do this through the analysis of existing quality and outcome frameworks and through consultation with the sector. We work to a 10 year strategic framework Achieving great art for everyone. One of our strategic goals is that Every child and young person has the opportunity to experience the richness of the arts and between 2011 and 2015, one of our priorities within this goal is to raise the standard of work being produced by, with and for children and young people. There has been an abundance of work commissioned by, with and for children and young people but practitioners have many different approaches to evaluating the quality of the young person’s experience or the outcomes achieved by their practice. The Arts Council has therefore identified the need to develop a shared approach for the Arts Council and arts and culture organisations to understand and compare the quality of work by, with and for children and young people whether as participants, audience members or artists. In order to achieve this, we have recognised the need to reveal and agree on the underpinning principles of quality. We have also acknowledged that without broad consensus of agreement from the sector about these principles, we will not be able to achieve an effective shared approach that everyone will use. We are therefore undertaking this work in consultation with an external reference group. A number of frameworks and systems for assessing quality have already been developed – both in the arts, cultural and broader children and young people sectors. We therefore want to build on the huge amount of work that has already taken place and mine the valuable knowledge which already exists within the sector.
