Description of the contract

The Department of Energy & Climate Change (DECC) works to make sure the UK has secure, clean, affordable energy supplies and promote international action to mitigate climate change. The Downstream Oil Energy Resilience team within DECC works to ensure the UK has both short term resilience and longer term hydrocarbon fuels supply security. This includes Petrol, Diesel, JET and Heating oil, as well as the other Oil Products manufactured in refineries. The Department would like to contract with an organisation who can undertake a complete commercial research into the Refining and Import sectors operating in the UK. The objectives of the research are detailed below: The broad scope of the research includes the following: • Consolidate and review current Market Outlook • Refiners, importers and wholesalers Health Check • Likely refinery Investment Outcomes, with government policy ‘As Is’ • Investment Conditions & Potential Commercial Levers. The scope of this research work excludes: • Project based advice in a format for formal publication. • Deep-dive analysis of commercial levers (though this may form part of follow on work starting late 2013 which would be scoped and if necessary tendered for at a later date).
