Description of the goods or services requiredPerth and Kinross Council wishes to procure a strategic evaluation of the Living Communities project. The evaluation is to be conducted during the 3rd Phase of the project (October-December 2012). Further details are contained in the outline specification attached. The main project outcomes to be evaluated are: – Supporting implementation of Curriculum for Excellence and professional development for staff in outcomes-based teaching – Building the capacity and confidence of young people in accessing and engaging cultural services and assets; and in terms of wider life skills – Engaging with marginalised young people who might not otherwise engage with cultural services and assets, or wider local community networks – Community engagement through building intergenerational links between young people and wider geographic communities/communities of interest in the Perth and Kinross area – Enhancing local communities and young people’s sense of place and local identity, including in the context of wider 2012 civic celebrations; and in so doing strengthening Place-based working in how Cultural Services are planned and delivered – Establishing best practice, and building a national profile for, the Perth and Kinross approach to cultural participation and Place-based approaches to cultural services planning and delivery EVIDENCE The strategic evaluation must encompass the core key indicators and evidence sources set out in Appendix A of the attached specification, plus other proposed evidence sources and indicators. Bid documents should clearly set out the rationale for this and the methodology to be used for gathering evidence during Phase 3 of the project. Evidence of significant previous experience and best practice in assessing a range of qualitative and quantitative data will be key assessment criteria for bids.
