Description of the contract

Applications are invited to develop a business case for a joined-up intelligence function for Defra and its network. This will include developing an options appraisal to consider potential operating models, IT requirements, resource and governance. The Contract is to start asap and be completed by the end April 2013 (subject to the start date). The business case will need to consider: • The relevant recommendations from the National Audit Office (NAO) value for money report on-farm oversight as well as the MacDonald Review • Ensure alignment with Defra strategic objectives • Establishment of an understanding of intelligence functions that already exist within the Environment Agency (EA), Marine Management Organisation (MMO) and Gangmasters Licensing Authority (GLA). All proposals should build on current intelligence capability and best practice already in place as well as the establishment of an understanding of the enforcement information gathered by all Defra regulators • IT packages that support the collection and analysis of intelligence; including identifying and appraising those currently used across the Defra network • Follow up on recommendations from the Defra Investigation Service review and establish how it will fit with the intelligence function • Opportunities to share intelligence with those who regulate on Defra’s behalf e.g. Local authorities, Food Standards Agency and Health and Safety Executive • Establishing the correct security needed for a Defra intelligence function to allow secure sharing of intelligence • Establish how the National Intelligence Model (NIM) can be used and tailored to the needs of Defra, including considering the recent review of NIM by police forces. The business case will need to outline a proposed operating model and structure for intelligence function, which includes all costs for setting-up of a joined-up intelligence function. To recommend governance arrangements for a Defra intelligence function and approach for roll-out e.g. phased roll- out, etc.
