Description of the contract

The Environment Agency has looked at the effectiveness of how we describe flood risk. We have identified a need to look at approaches to informing the public about risk to improve their understanding, belief, ownership, response and community resilience. Aligned with this the Environment Agency is looking to make its flood map a more powerful communication tool. This provides an opportunity to make a step change in the effectiveness of risk communications. Managing natural hazards, especially the impacts of severe weather is the responsibility of many different government departments and public agencies including The Environment Agency (Flood Warnings and Flood Maps), The Met Office (Public Weather Service), and The Flood Forecasting Centre (Flood Guidance Statements). There is the potential to confuse the public with different approaches to conveying risk. All agencies managing aspects of assessing, preparing for and responding to natural hazards need an understanding of how best to engage with those at risk, to achieve the common goal of an increased national and local resilience to hazards. Based on this common goal, the need for a project to develop, test and refine risk communication approaches was identified. Further details are available on the eTendering Portal (
