Description of the contract

The Welsh Government on behalf of the Welsh Ministers (the Client) wishes to invite interested organisations to undertake a research project that aims to establish the level of need and current support provided to minority ethnic pupils with language needs in Welsh-medium and bilingual schools and Welsh immersion centres.

The aims of this contract are to undertake a research project:

•To establish the total number of pupils from minority ethnic backgrounds who are in need of Welsh language support.

•To gain an understanding of the current processes in place in Welsh-medium and bilingual schools and Welsh immersion centres to support minority ethnic pupils.

•To identify effective practice and gaps in current services provided to pupils from minority ethnic backgrounds with Welsh language needs.

•To inform the development of further research looking into attainment levels/education outcomes of minority ethnic pupils with language needs, parental intentions and support, and career choices/paths following education.

We propose a methodology for this research project that includes:

•A review of key policy documents to inform the development of the work plan as well as relevant research tools;

•A review of existing evidence of best practice of EAL services to use as a comparison to identify practices in Welsh-medium and bilingual schools and Welsh immersion centres;

•Consultations with key stakeholders (e.g. Ethnic Minorities and Child Protection Branch, Welsh in Education Unit, Welsh Language Development Unit, WEFO) to gain a thorough understanding of the policy background;

•Consultations with key representatives of all local authorities (LA) in the Convergence areas to:

– gain an understanding about the support provided on LA level,

– to learn about processes around the application for MEAG support,

– to establish the number of Welsh-medium and bilingual schools and Welsh immersion centres,

– to establish what data is being collected about the population of interest and how it is being used,

– to determine the number of pupils from minority ethnic backgrounds who are in need of Welsh language support in Welsh-medium and bilingual schools for each LA (on the basis of PLASC data).

Consultation with key representatives of other LAs to:

– to establish best practice examples

•Case study research of a selection of Welsh-medium and bilingual schools and Welsh immersion centres including:

– In-depth interviews with head teachers

– In-depth interviews/focus groups with teachers in schools

– In-depth interviews/focus groups with teachers in immersion centres

– Focus groups with eligible pupils

– Class observations in schools and immersion centres

The project will be undertaken in the period April 2013 to January 2014. The Client has produced a timetable of events that will ensure the research is completed on schedule. Any variations to these milestones must be agreed, in advance, with the Client and confirmed in writing by the Project Manager.

A budget of £35,000 (inc. VAT) will be made available by the Client for the purposes of this contract. However, potential suppliers should be aware that this budget information is for indicative purposes only and that the client will be seeking to award the contract on the basis of the criteria stated at section 12 in the specification.

Tenders should be submitted by the required deadline. The tender should clearly set out the content requirements (see specification) in order to be successful. Page limits for each content requirement are to be seen as guidance. The tender submission should be in Arial font and should not be less than 10pt in size.

An inception meeting will be held shortly after award of the contract. This meeting has the purpose of reiterating the aim of the research project as well as expectations from the clients. It will also provide the successful contractor with the opportunity to discuss the proposed methodology in more detail and raise any issues that may have to be addressed during the contract period.
