The INTERREG IVC/ERDF funded project, Cross Innovation, seeks to resource an expert to write a Feasibility Report to assist partner cities in identifying sectors/SMEs which are ready and able to work across city/country boundaries.
The Feasibility Report will aid the development of cross innovation policies and practices in support of the above process.
The Feasibility Report will provide guidance on the selection of SMEs who will establish new, cross-boundary relationships, linking the creative sector with other growth sectors.

Payment in 2 tranches. First tranche 4 000 EUR on completion of the draft Feasibility Report (23.9.2013). Second tranche 4 000 EUR on completion of the final Feasibility Report (31.12.2013).

Description of particular conditions: Key Tasks In Producing The Feasibility Report
a) Complete a desk review of the following project materials:
1. Short Study on cross innovation.
2. Composite Matrix/Heatmap of cross innovation activity across the
3. Case Study Review (full text and spread sheet).
4. Six summaries of key points from cross innovation Policy Clinics.
5. Thirty—three Think Pieces.
6. Eleven draft Local Implementation Plans.
7. Database of 110 SMEs selected by the partnership as having potential to
b) Undertake eleven telephone interviews with project partners (one per city). The focus will be which sectors in partner cities are most ready to internationalise through cross innovation processes.
c) Make early recommendations on which sectors across the partnership can, most feasibly, internationalise within the partnership and the EU.
d) Produce a summary of trends in the database of 110 SMEs.
e) Provide a position on which identified trends can best be transferred to areas lying outside of the EU, plus general recommendations on how best to internationalise beyond EU boundaries.
f) Write up learning and recommendations in a Feasibility Report, including agreed priority sectors for internationalisation within the partnership.

Successful applicants for this tender will already have experience in report writing. They will also demonstrate a working knowledge of at least 4 of the areas below;
1. Creative industries and other growth sector companies, in the context of transnational working.
2. Infrastructures supporting internationalisation at the city, region and national levels.
3. Brokerage methodologies and financial support measures allowing enterprises to undertake transnational working.
4. Policy issues relating to the growth of the Creative and Cultural Industries and other key growth sectors.
5. Expertise in at least one of: Spaces for cross innovation; Arts-based interventions for innovation; Smart Finance; and Brokerage methodologies and practice.
6. A working knowledge of EU Funding Programmes relating to innovation (including EU Structural Funds and Research Funding frameworks).
In addition, the successful applicant will be able to demonstrate an understanding of the aims and objectives of the INTERREG IVC Programme.
