The Carbon Trust is working on a major offshore wind technology accelerator initiative focussed on reducing the cost of energy (GBP/MWh) from offshore wind by more than 10 %. This initiative, the Offshore Wind Accelerator (OWA), is funding large-scale research, development and demonstration (RD&D) projects to unlock technological barriers to advance the industry, and thereby accelerate its development so that significant carbon emissions reductions are achieved. Projects have been selected based on their potential impact on the cost of offshore wind farms and on their ability to deliver operational improvements in the short to medium term. The OWA has been structured as a funding collaboration between the Carbon Trust and a number of international energy companies active in offshore wind farm development.
Gravity Base Structures (GBS), in terms of potential cost reduction, are very promising foundations concepts for wind turbine generation in deeper water sites competing against steel jacket structures for large offshore wind farms.
Within the GBS family, two major types of gravity foundations can be differentiated:
— Float-out-and-sink concepts (“Floated concepts”). These types of GBS are made with high concrete volumes (usually cone-shaped) leading to a buoyant element during transport. They only require tugboats to transport them from the construction site to the offshore wind site. There they are lowered to the seabed by ballasting the inside of the structure with water. Once they settled down at the sea bed the structure is usually ballasted with sand to provide higher final stability.
— Lifted concepts. These types of GBS are optimised in terms of concrete volume for its final operational requirements (not also transportation requirements). In order to transport and deploy this structures form the construction site to the offshore wind site a transportation vessel / heavy lift crane or barge is required. This auxiliary mean can be one single element or a combination of different elements such as a barges and a heavy lift crane.
The Foundations Technical Working Group of the OWA has performed a Concrete Benchmarking Study with the aim of down-selecting the most promising concepts. This study has shown that there is a differentiation between the overall costs of Floated concepts against Lifted concepts.
A more detailed study is required analysing the cost assumptions of both the manufacturing/construction and the marine operations (transport and lowering/ballasting).
Results of the work previously done can be potentially shared with the awarded contractor once the project starts.

Information and formalities necessary for evaluating if the requirements are met: Bidders are required to submit responses to the questions set out in sections III.2.2 and III.2.3 of this contract notice in their proposal. Partial completion of the details pertaining to this section may disqualify the Bidder’s proposal from consideration in this procurement.
Bidders are required to state that they are free of any commercial interests, partnership arrangements or contracts underway or other matters which may present a conflict or potential conflict of interest in respect of the provision of these services.
An example of a conflict of interest would be a bidder who, either by themselves or by taking part in a consortium, has developed a Gravity Base Foundation for Offshore Wind turbines.
If a bidder thinks that they may have any conflict or potential conflict of interest, the bidder should describe the details of this conflict and provide details of whether and how it would propose to manage such a conflict in a satisfactory and robust manner.
The Carbon Trust reserves the right to require the provision of further information in relation to the bidder’s response to this pre-condition.
This is a mandatory pre-condition. If the Carbon Trust is not satisfied with the bidder’s response, the bidder’s tender will be non-compliant.

Criterion 1 – Approach to Work:
— Approach to work – Bidders to provide suggestions of additional areas of work to those described in the scope of work that the Bidder proposes looking at as part of this study in order to achieve the required objectives, maintain an industry focus and provide valuable insights into the potential for reducing costs and risks associated with gravity base foundations to be used in Round 3 offshore wind projects.
A close working relationship with key stakeholders such as foundation designers, fabricators (both steel and concrete), installers and marine operations experts as well as the OWA Technical Working Group are seen as critical to the success of this project. Please supply ideas of how these groups can be engaged and leveraged.
— Statekholder management – Bidders are required to describe how they will work with the various stakeholders (model developers, financiers, financial advisers, OEMs etc) to get information and manage potentially conflicting relationships.
Criterion 2 – Experience:
The Bidder should provide information in relation to projects of a similar nature; experience in structural design; experience in foundation fabrication supervison; experience in foundation installation; experience in techno-economic appraisal of projects/technologies in the renewables sector and in risk assessment. As part of doing this Bidders should elaborate on their skills in and experience of the criteria described. Explain how these past experiences are relevant for this tender.
In addition, the Bidder should provide at least two examples (with reference to specific roles, responsibilities and activities undertaken by the Bidder) of previous work which illustrates the Bidder’s skills, capabilities, and experience in all of these areas (Bidders may wish to make reference to submitted examples of previous work for other clients to support areas of experience).
Criterion 3 – Staff Skills:

Will be a fixed price for the project:
— Bidders to provide project cost breakdown by work package, time and rate of person completing the work.
— Carbon Trust will reimburse reasonable expenses at cost and receipts may be requested.
— Pre-approval will be required for travel costs over GBP 150 per return journey and combined hotels and subsistence cost exceeding GBP 80 per day.
— Bidders will be required to confirm or comment on their ability to carry out the activities detailed in the Scope of Work set out in the ITT within the initial term of the Contract and provide an outline plan of work.
