The tender process that will be undertaken is subject to the ‘light touch’ procurement regime for social and other specific services in accordance with Section 7 of the Public Contract Regulations 2015. The planned process will invite providers to submit an initial tender, Providers who are able to demonstrate they meet the minimum project requirements (as defined in the tender documentation) will then be invited to participate in a mid-tender dialogue. Providers will then be asked to submit Final tender submissions. The evaluation criteria is stated in the Invitation to tender document and will remain consistent throughout the process.
Under the contract the successful Provider will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the Contract Performance conditions may in particular include social and environmental considerations.
The Authority is currently in the process of refining a proposal to build a second 70-80 bed Residential and Nursing Care home for older people. In accordance with Regulation 32(9) of the Public Contract Regulations 2015 the Authority reserves the right to award a subsequent contract for services at this 2nd new build care home to the successful Provider using the negotiated procedure without prior publication, subject to the agreement of a mutually acceptable price and terms. The Authority retains the right to exercise this option within 3 (three) years of the execution of the Contract which is the subject of this ITT.

II.2.1)Total quantity or scope:
All services are to be delivered within a Council owned, new build 70 bed Care Home, including home management and operation and maintenance in accordance with the lease as part of an 84 month contract with a 36 month extension subject to performance, strategic relevance and demand.
(Please note the estimated value is based on the life of the Contract including any optional extension). Estimated Total value excluding VAT: 24 000 000 GBP.
In accordance with regulation 32(9) of the Public Contract Regulations 2015 the Authority reserves the right to award a subsequent contract for services at a 2nd new build care home to the successful Provider using the negotiated procedure without prior publication, subject to the agreement of a mutually acceptable price and terms. It is anticipated that the 2nd new build care home will be for 70-80 residents and will be for a similar term to that proposed as part of this tender. This has an estimated value excluding VAT of 20 000 000 to 30 000 000 GBP.
