Leicestershire County Council (LCC) wishes to procure a residential overnight short break service for those young people that meet the criteria for the service. The service is to include provision for young people with behaviours that challenge and complex health needs. It is intended that children and young people between the ages of 6 and 18 will be accessing the service.

II.2.4)Description of the procurement:

The primary aim of the service is to provide high-quality residential short breaks care to children and young people with severe learning disabilities and complex health care needs who are assessed as needing such a service by Leicestershire County Council, children and family service (CFS).

This will include short term care for periods up to 17 consecutive days and both overnight and day care for children and young people. It must also include in some cases emergency provision.

The Diana Community Nursing Service support those children with complex health care needs, during their residential short break which includes training for staff and review updates.

Leicestershire County Council (LCC) will ensure information on the award of the contract is communicated to all tenderers. Tenderers who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant/tenderer was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended.
