This is a notice for social and specific services in accordance with Directive 2014/24/EU Article 74 Health, Social and related services.
Essex County Council is currently piloting Residential Reablement Service. Due to the success of this pilot in Mid Essex ECC with its partners has made the decision to now expand the service across the whole of Essex. ECC is seeking to enter into a 3 year contract with the ability to extend for up to a further 24 months.
The aim of the service is to:
a) Maximise personal independence.
b) Support people to return to independent living in their own homes.
c) Support people to maintain/develop their chosen lifestyle.
d) Ensure that people who exit the service with no ongoing care needs do so with appropriate information, advice and guidance on local prevention and support services.
The original procurement was split into 5 lots, but no bids were received for lot 3, therefore the Council is restarting the procurement process for lot 3 — Castle Point and Rochford with the scope of the service slightly adjusted,. These adjustments are:
i. Extending the catchment area where the unit needs to be situated by 4 miles beyond the north-western boundary of the Castle Point and Rochford districts. (A map will be provided indicating the extended area)
ii. Changes to the transition scoring matrix.
iii. A slightly shorter contract term, being 34 months with the ability to extend for a further 24 months.
The bidders will be able to either bid individually or as a consortium. The total number of beds required is up to 15 beds (these will be purchased on a 10 block and up to 5 spot arrangement). Each placement will be for up to a maximum of 6 weeks in either a self-contained unit/wing of the home or within a unit currently providing Reablement/Rehabilitation type service.

For bidding purposes, a consortium/partnership/joint venture/significant sub-contracting arrangement is acceptable but for the purposes of entering into a contract, the Authority reserves the right to require groupings of organisations, consortia, partnerships or any other form of joint venture to take a particular legal form or to require a single lead organisation to take primary liability under the contract.
