Wirral Council is inviting quotations from suitably qualified and experienced planning consultants to provide ongoing specialist advice on retail, town centre and commercial leisure planning matters affecting the Borough, as retained consultants to the Council.
Birkenhead is Wirral’s largest retail, office and commercial centre. There are a further 4 town centres, 3 district centres and 16 local centres in the Borough along with a number of out of centre superstores/retail parks. Birkenhead and Wallasey Docks are the location for Peel Holdings’ Wirral Waters project which proposes substantial office, housing and retail/leisure development. Woodside waterfront has been identified for significant mixed use regeneration, building on the Council’s 2005 Masterplan for the area. The “Integrated Regeneration Strategy for Birkenhead and Wirral Waters” prepared by consultants in 2010 seeks to draw together these and other proposals for Birkenhead and its surroundings.
Evidence base studies relevant to this commission, include the “Strategy for Town Centres, Retail and Commercial Leisure” prepared by consultants for the Council in December 2009. This includes health checks of the Borough’s town and local centres, analysis of shopping patterns and an assessment of need for future floorspace. An update of the quantitative retail capacity elements of this study was completed in March 2012 by consultants.
The Council undertook its own ‘in house’ assessment of the Borough’s town, district and local centres (except Birkenhead) in 2011 and more detailed Action Plans are being prepared for each centre, with the first 6 in the process of being approved by Members. Most of the Council’s background data is held on the MapInfo GIS system and MS Office databases. The successful tenderer must be able to work with these systems and databases.
