The Council is seeking to secure one supplier of Sheriff Officers and Messengers-at-Arms Contract for Revenues and Benefits, Debt Collection Services for all income streams.
The successful Tenderer will be a Sheriff Officers and Messengers-at-Arms entity and will be responsible for carrying out Sheriff Officer & Messenger at Arms and debt collection services, implementing recovery procedures and carrying out diligence in accordance with the Debtors (Scotland) Act 1987 as amended and other relevant legislation, all in line with the Council’s policies and procedures.
The purpose of the tender is to secure and manage a contract for debt collection services in order to collect outstanding monies for the Council as efficiently and effectively as possible for the undernoted income streams:-.
Community Charge.
Council Tax (including water and sewerage charges).
Housing Benefit Overpayments.
Non-domestic rates.
Penalty Charge Notices.
Service Income.
Former Tenancy Arrears.
Rent Evictions.
Other types of debt that may be added at a later date.
These debts are to be collected by means of effective procedures and enforcement/diligence methods including serving of statutory notices and post-decree serving of charges, all in compliance with the appropriate legislation and in accordance with instructions from the Council, in order to maximise collections. Rent evictions are also to be carried out by the successful Tenderer.
In addition the Tenderer must provide office accommodation in a central office within Aberdeen City for at least 4 Council staff so as to facilitate a joint working initiative and improve communication and information flows to accelerate recovery activity in order to take the most effective enforcement and diligence actions in order to maximise debt collection income for the Council.
