The Council is seeking Tenders from suitably qualified suppliers for the provision of an IT system for Revenues and Benefits Collections. To incorporate functions:
Council tax calculation and billing;
Manage council tax discounts and exemptions;
NNDR calculation and billing;
Manage discounts and exemptions;
Awards claim processing and payments including housing benefit, council tax benefit, council tax reduction, discretionary housing payments and universal credit;
Collection and recovery of Council Tax, NNDR and overpaid Housing Benefit invoices;
Integration with DWP; VOA; RTI; BACS; Finance; Housing management system; Local Land and Property Gazetteer; Revenues and Benefits work-flow; EDRM;
Support for self-service enquiries and payments.
In the case of Council Tax and Business Rates there is an expectation that the supplied system will be open and capable of sharing and interoperating with other IT systems.

— Click the ‘Click here to register’ link;
— Accept the terms and conditions and click ‘continue’;

2. Express an Interest in the tender
— Login to the portal with the username/password.

— Click on the relevant ITT to access the content.
— Click the ‘Express Interest’ button in the ‘Actions’ box on the left-hand side of the page.

— Click on the ITT code, you can now access any attachments by clicking the ‘Settings and Buyer Attachments’ in the ‘Actions’ box.
3. Responding to the tender
— You can now choose to ‘Reply’ or ‘Reject’ (please give a reason if rejecting).
— You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification.
— Note the deadline for completion, then follow the on-screen instructions to complete the ITT.
