Description
Requirement
As part of a wider Technical Services Review the Leicester City Council commissioned a “Review of Transport and Fleet Services” to ascertain whether the Council vehicle fleet is of the requisite size to support the services its directorates provide. The consultants were also asked to provide an assessment of whether it achieves value for money in the way it acquires vehicles, to indicate the areas (in the acquisition and use of fleet) where there is potential to make savings and to provide an indication of the level of savings the Council might expect if it were to enact the recommendations.
The subsequent report (in May 2014) recommended that we bring together all transport and travel activity into an Integrated Transport Unit (ITU), providing the Council with one strategic entity for central fleet control, better utilisation and greater flexibility to respond to change. It is anticipated that this, in turn, will deliver improved service levels to end users and drive better efficiencies and (ongoing) full year savings of at least £2.1 million.
The savings would be achieved through improved vehicle procurement, reduced fleet maintenance costs, fleet rationalisation programmes and introduction of driver management measures to improve fuel consumption, reduce insurance costs, accidental damage and tyre replacement etc.

Additionally, it is envisaged that the development of further travel and transport services, as part of an ITU, will ensure that LCC ambitions regarding greener travel and reduced travel costs are also achieved. The travel solutions to be offered and advised on would include;
• Options for walking and cycling
• Use of in-house Fleet
• Use of Public Transport (Flexi-tickets / One-Card) solutions
• Pool cars
• Taxis
• Hire arrangements
A system of improved management controls established through the creation of a central service will ensure the cultural shift (regarding staff travel and transport) is achieved and maintained.
The scope of the programme requires the partner to develop and implement an 18 month fleet transformation programme which will deliver financial savings that equate to a 30% reduction in current service expenditure and the disposal of a minimum of 200 vehicles by the start of the 2016/17 financial year.
