Justice Analytical Services and the Licensing Team are seeking to commission a review of alcohol licensing fees in Scotland. This will be used to inform the Scottish Government’s proposed reform of the alcohol licence fees regime.

Background

The Licensing (Scotland) Act 2005 enabled Scottish Ministers to make provision for the charging of alcohol licensing fees by Licensing Boards in a range of situations such as applying for/renewing premises licences, applying for/renewing personal licences, occasional licences, and transfer or variation of licences.

Licensing Boards are empowered to set their own fees as long as they do not exceed the maximum limits outlined in the Licensing (Fees) (Scotland) Regulations 2007. The fees are intended to reflect the Scottish Government’s intention to make the system self-funding. The premises fees constitute the largest expenditure for licensees and these are generally linked to the rateable values of their businesses, except in respect to certain clubs, visitor attractions and guest houses.

Research Requirement

The successful contractor will be expected to carry out work to evaluate the alcohol fees regime including:-

– measuring the income from the range of different fees currently collected

– establishing the costs incurred by Licensing Boards in administrating the fees regime and assessing whether the Boards adhere to the cost recovery principle

– modelling potential options for alternative fees structures

– examining stakeholder views on the current fee structures and possible other options.

The project will take place between January 2013 and June 2013, and a budget of up to £40,000 (excluding VAT) is available for this work.

Minimum standards and qualification required

Expressions of Interest will be assessed and contractors short-listed on the basis of relevant skills, experience and demonstrated expertise in the following areas:

– Evidence of experience managing and conducting mixed method social research projects

– Evidence of ability to conduct financial analysis

– Evidence of experience, knowledge and skills in qualitative and quantitative data collection and analysis
