Description of the contract

Aim – To review the recent literature on the impact, effectiveness and value for money of performance-related pay systems in public services in the UK. Background – The OME provides support for all the independent Pay Review Bodies, and the Police Boards. In supporting these bodies, one of OME’s key functions is to provide high quality research-based technical advice drawing on economic, pay, labour market, statistical and other technical data. More information about the OME, the bodies it supports, and the research it undertakes, may be found on its website: http://www.ome.uk.com . The literature review will strengthen the evidence base on which the Review Bodies can draw in making recommendations on pay for 2.5 million public sector workers with a paybill of £95 billion. It will update the OME’s body of knowledge, while providing an independent, credible and rigorous overview of the evidence. The evidence on performance-related pay schemes in the public sector was last reviewed by CMPO for OME in 2007. This study would take that as a starting point and review the evidence since then, while taking into account the major findings of that previous work.
