Description of the contract
Inspiring Learning for All (ILfA) was developed in 2008 by the Museums, Libraries and Archives Council (MLA) as a self-help performance improvement framework to enable organisations to measure outcomes and evidence the impact of activities. Designed primarily for use by organisations within the MLA’s footprint, it has been used successfully also by the wider arts and cultural sector, including the BBC, English Heritage and Tate. Following the transfer of some MLA functions to the Arts Council England in 2011, the ILfA website requires updating and aligning to The Arts Council England’s refreshed 10-year strategic framework and priorities. The service provider will be required to: 1. Refresh and update the Inspiring Learning for All framework 2.Ensure the Generic Learning Outcomes (GLOs) and Generic Social Outcomes (GSOs) sit as one methodology linking to The Arts Council’s emerging CYP quality principles and metrics work. 3.Ensure the framework, outcomes, guidance about measuring outcomes (e.g. methods), and resources (e.g. case studies, toolkits and checklists), are broadly and flexibly applicable to participatory activities taking place in a range of informal learning environments. 4.Simplify and update the content to omit out of date government policy priorities and context, or reference to other existing frameworks which are no longer current.
