Description of the contract

We are currently developing our Integrated Risk Management Plan (IRMP) to ensure we are capable of responding to both current and future challenges facing the public sector. These challenges include increasing financial constraints; advances in technology and increasing expectations of the public. The emphasis of the IRMP is to maintain community safety whilst at the same time addressing the financial challenges we are facing through a focus on efficiency, effectiveness and channelling reduced resources into improving the design and delivery of our services. One key element of the IRMP is to gain an understanding of the Brigades optimum deployment of emergency response appliances including defining, measuring and analysing our current and historical service demand. An analysis of emergency response times against service demand and current operating standards has been undertaken in house which has included a cost benefit analysis. We are looking however for some additional work to be provided by an external provider both proficient in working with Fire and Rescue Services data as well as capable of delivering this required work within stringent timescales. We require this additional work to provide us with evidence of our optimum resource configuration in terms of the number of appliances, positioning of appliances as well as crewing arrangements (i.e. whole-time or retained provision). This optimum configuration must ensure we are still able to meet our approved emergency response benchmarks for F1 Building fires and Road Traffic Collisions (RTCs).
