Description of the contract

We are the navigation authority for the River Thames. We maintain a navigable river for the benefit of thousands of river users including boaters. We provide accessible moorings along the river for users to stop for free of charge for 24 hours and for a charge of £5 per day up to 72 hours. Our moorings are always popular and in the past we have found preventing overstaying a challenge. Our customers told us misuse of our moorings is a major issue for them, limiting available moorings for themselves and other river users. We took action to reduce this and collect the vital income we are due to contribute to our costs to deliver our overall service. We are looking to appoint a company to manage our 22 short term mooring sites on the River Thames using a civil enforcement solution. Our mooring sites are spread across the length of the River Thames, from Gloucestershire to Middlesex and the appointed company should be aware of the associated risks of working near water. We held a successful six-month trial to manage our moorings based on the car park model. Our intention is to introduce this approach to 12 of our priority sites for the remainder of 2014/15, and then to all 22 sites from 1 April 2015. The company will be expected to work closely with our Enforcement and Operational staff as well as our lock keepers to manage our mooring sites for the benefit of our river users. It is expected the contract will be for an initial 18 months with an option to extend. Besides the six-month trial this solution to managing moorings has never been tested before. We are looking for a dynamic and forward thinking company to work with us to introduce this approach to all our sites and encourage other landowners along the river to do the same in a joined up river-widesolution to tackle illegal mooring.

How to apply

Interested company must be a member of the DVLA Accredited Trade Association (ATA) and operate in compliance with the association’s code of practice. The ATA for the car parking industry is the British Parking Association (BPA) and their code of practice can be viewed at www.britishparking.co.uk. It is expected that the operator will have a proven track record in the car parking industry to manage our mooring sites on our behalf. The successful company will be expected to manage the charging process and administer any charges, recovering costs as necessary at a County Court.
