The scope of this requirement is to provide a pre school road safety intervention programme including a full and complete management service within the Greater London area. The resource should be; specific for London, targeted, contain appropriate messages for pre-school audience and ensure it addresses the foundation stage of pre-school learning objectives. This must include: a) Development, production, supply, administration, data collation/protection, distribution, storage, analysis and evaluation of the resource, b) Management of a variety of interactions and communications with partners, such as the 33 London boroughs, Children’s Centres, nurseries and any other TfL stakeholders and partner as directed by the TfL project Manager.

TfL is seeking to appoint a provider for the full management of a road safety education programme for pre-school children.

The appointment may be up to six and a half years. Expressions of interest are sought from suitably experienced providers who can demonstrate the ability to manage a road safety education programme for pre-school children. This is a voluntary contract notice, as the services being procured are a part B service and the public contracts regulations, as amended do not apply to the opportunity being advertised. Accordingly, the regulations, including the timescales set out under the regulations do not apply to this opportunity.
The procurement process is being conducted by Transport for London (TfL). TfL is a complex organisation operating both as a Functional Body of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services.
The services may be provided to TfL and/or its subsidiaries and/or the GLA or any other authority that is subject to the requirements of EU directive 2004/17/EC. It is anticipated that the contract will be awarded by TfL but any part of TfL and/or any of its subsidiaries may award the Contract as appropriate. TfL reserves the right to withdraw the procurement process and may award a contract(s) in whole, in part, or not at all as a result of the competition called for by this notice and TfL shall not be liable for any costs or expenses incurred by any applicants in considering and/or responding to the procurement process. All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in sterling and all payments made under the contract will be in sterling.
TfL and/or any subsidiary of TfL or the GLA may interview any or all applicants who express an interest for tendering for this work. Precise information on deadline(s) for lodging appeals: TfL will incorporate a minimum 10 calendar day standstill period at the time that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from TfL before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1.
