The Transport Strategy Team at Leicester City Council is looking for a suitable organisation/ company to assist in carrying out Road Traffic Accident Investigation and Prevention Work.

Currently the Team provides the strategic lead on road safety for the council. This includes preparing, leading the implementation of and monitoring the effectiveness of the road safety strategy of the Local Transport Plan. The Team provides road safety auditing of both internally and externally designed highway improvement and maintenance schemes. With the team’s current workload it is proving difficult to carry out routine Road Traffic Accident Investigation work to prompt further traffic studies to aid identifying local safety schemes.

– The work required is to carry out investigations, which are statutory duties, and propose new road safety schemes for LTP Capital Programme (2013/14/15/16).
– To aid Leicester City Council in fulfilling Highway Authority’s Obligations as specified in The Road Traffic Act (1974), duty of local authorities to promote road safety and the Highways Act (1980) state that Local Authorities

Required Work:
– To investigate and produce a stage 1 Accident Report for all 2012/13 identified 30-Cluster Sites in Leicester.
– To review enquiries that require feasibility assessment in response to residents/councillors road safety concerns

Interested organisation or individuals would be required to have and provide evidence of:

– At least 10 days formal Accident Investigation Training (e.g. RoSPA, Road Safety Engineering course) to form a solid theoretical foundation on which to base practical experience.
– Has a minimum of 2 years practical Accident Investigation experience.
– Completed at least 5 Road Safety Audits in the last 24 months as an Audit Team Leader or Member.
– Continuing CPD in the field of Road Safety Audit, Accident Investigation or Road Safety Engineering (at least 2 days in the past 12 months)

The duration of this appoint be approximately four months.
