Dynamic Purchasing System for transportation in vehicles 16 seats and less throughout the County ofHampshire for education, social care, community transport and general transport services. However the numberof routes contracted via the DPS may vary subject to service user requirements.
Although in the main the individual route requirements are primarily expected to be for the use of HCC that theremay be routes called off for use by Hampshire Police Authority and Hampshire Fire and Rescue Service.
Although in the main the individual route requirements are primarily expected to be for the use of HampshireCounty Council there may be routes called off by other instituations outside of Hampshire who are named onthis OJEU notice.

The Dynamic Purchasing System will initially be for 2 years with the option to extend in yearly increments upto 4 years. Hampshire County Council reserve the right for mini competitions and electronic auctions under theDPS to be awarded based on lowest price or most economically advanteagous tenderer as detailed in the routespecification. This procurement will be undertaken using an e-tendering system which can be found at

The email address should be for the person who will dealwith the tender, as login details and subsequent messages relating to the tender will be automatically sent to this email address.
In the interest of efficient public procurement, the contract will be accessible (by agreement) to thoseLocal and Regional Authorities in the south east United Kingdom listed on the IESE web portal as well as Hampshire Community Health Care and NHSHampshire Local Services which can be found on or also the Local Area Partnership’s to include Enterprise M3 and Solent (Transport for SouthHampshire) will have access to the DPS. These may include, but not be limited to District, Unitary and BoroughCouncils within Hampshire, East Sussex, West Sussex, Surrey, Isle of Wight, Berkshire, Kent, Oxfordshire and Buckinghamshire.

Schools (all academies, faith, voluntary aided or controlled, maintained, trust and ‘free’ schools) including thoseschools which may convert to academy status either during the procurement process or during the term of theDPS including those that currently exist and their successors. Academies in the Hampshire County CouncilLocal Authority area known at the time of publishing include:

The Contracting Authority views that the range of services to be procured during this tender should be awardedas a multiple supplier DPS and seeks applications from suitably experienced suppliers who wish to tender forthis service. Whilst every effort has been made to consider the full scope of the requirement, the ContractingAuthority does not guarantee the volume of the services required resulting from this tender or that it will acceptany tender on completion of the tender exercise.
