II.1.5)Short description of the contract or purchase(s)

The framework agreement will provide for the construction of new works, maintenance works and street lighting works on The City of Edinburgh Council’s carriageways, footways and cycleway networks via work packages categorised into thirteen lots. The provision of street lighting may form part of the work in some work packages other than those covered by lots specifically provided for street lighting works. The provision of traffic signals may form part of the work in some work packages.
The framework agreement is for an initial period of three years and is expected to commence on 1.4.2013 with an end date of 31.3.2016. The Authority reserves the right to extend the framework agreement by a further year. The framework agreement will not extend beyond 31.3.2017 or four years after the start date, whichever is the later.
The framework agreement will operate under the NEC3 framework contract conditions of contract. All work packages will be carried out under the NEC3 engineering and construction contract options A, B, E or the NEC3 Engineering and Construction Short Contract conditions of contract.
There is no guarantee of work being awarded to all participating Suppliers. Therefore the Authority will not accept any claims from Suppliers regarding the level of works issued during the term of the framework agreement.

All civil engineering, street lighting and traffic signals works required for the following types of project:

Road realignments.
Traffic calming, including safer routes to schools and 20mph Zones.

1)Short description

The works involve the installation of new Street Lighting including, but not limited to, the removal and installation of Lighting columns, wall brackets, lanterns, extension sleeve brackets, all cabling and electrical works, numbering of columns, laying ducting, tracking and permanent re-instatement of both footway and carriageway. Street Lighting columns, extension sleeves, lanterns and column numbers for these works will be supplied by the Authority and all other materials supplied by the Bidder will be to the Authority specification. All work to Scottish Power electricity supply cables shall be undertaken by SP Power Systems.

1)Short description

Construction or reconstruction of carriageways and other paved areas with natural stone setts or block paving, footways using natural stone or concrete flags and kerbs and channels using natural stone or concrete products. Works will include drop crossings, tactile paving and ancillary works such as adjustments to street furniture, drainage and ducting work, installation of bollards and alterations to services. There may also be Work Packages that involve some reinstatement of bituminous surfacing in carriageways and footways.

The works involve the preparation of carriageway surfaces and laying of a thin surface course system or a hot rolled asphalt surface course. Associated works include but are not limited to localised carriageway planing, renewal of road gullies, adjustment of street furniture and minor kerbing works. The works will be carried out predominately on but not exclusively on type 4 category (local) roads. Bituminous materials for these works shall be supplied by the Authority.

These works will be dependant on the securing of external funding and therefore may not be required during the term of the framework agreement. Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent;
